Not necessarily through legislation, but in terms of state of mind too. It can lead to some really kinky results that turn me on. What’s tricky here is keeping it rapey - if it gets normalized it may skew towards being consensual, but we don’t want that, not at all.
One idea I have for example is a company policy where employees get to rape their female boss if they hit the KPI for the month. The boss accepts the agreement, and even motivates them by wearing short skirts and being nasty to them. She fears the rape, but fears a bad end-of-month report even more.
