You only have to look at South Africa and Sweden for the high number of rapes per capita even with law and order. Once there is a break down for an extended period or forever, you know it will only get far worse. It doesn’t take much digging after events like the floods of New Orleans etc. to find all manner of reported events which will be the tip of the iceberg.
Civilization is just a thin veneer that (mostly) protects the vulnerable from the predators. And yet it seems those most vulnerable are the ones who want to bring down the very institutions (like border security, the police and prison system) that stand between them and the bad people. At least in the West.
But then again I’m biased.
